Output quality is the user-facing harness grade. It improves when the system produces concise, source-backed, domain-aware work without needing Ryan to repair the context or separate useful signal from slop.
This is an engineering scorecard, but the buyer-facing grade is output quality. If output quality is weak, Ryan has to repair context and separate useful signal from noise. If it improves, the harness is doing more of the operating work before the client sees it.
